He was born Jacob Johan Balck and it is not actually proved that he ever took the name Federley.
He was chiristened on 16 Feb 1795 only one day after his birth. He most probably died as an infant.

115. Johanna Karolina Federley. Born on 2 Oct 1799 in Ulvila/Ulvsby Anoila. Johanna Karolina died in Marttila/St. Mårtens, on 31 Dec 1873; she was 74.
She was born Johanna Karolina Balck.
In the communion book St Mårten it is written that she was born 20 Oct 1802.
Assuming that Immanuel was the father to Johanna Carolina she and her husband Karl Kristoffer were cousins? Their grandfather was Kristoffer Federley (1723-1801) Johanna Karolina and Karl Kristoffer had no children.
On 20 Jul 1846 when Johanna Karolina was 46, she married Karl Kristoffer Grönlund, son of Karl Grönlund & Catharina Eleanora Federley, in Marttila/St Mårtens Tiipilä Raiko. Born on 11 Apr 1784 in Pertteli/St Bertils Vihmalo. Karl Kristoffer died in Marttila/St. Mårtens, on 23 Sep 1847; he was 63. Occupation: Kihlakunnankirjuri/Häradsskrivare.
Assuming that Immanuel was the father of Johanna Carolina she and Karl Kristoffer were cousins. Their Grandfather was Kristoffer Federley (1723-1801)

She was born Amalia Charlotta Balck.
Godparents Gustava’s sister, jungfru Charlotta Balck and Johan Grönlund.
117. Frantz Ferdinand Federley. Born on 24 Jun 1808 in Turku/Åbo. Frantz Ferdinand died in Turku/Åbo on 8 May 1855; he was 46. Occupation: Signalist/Viestimies.
He was born Frantz Ferdinad Balck. He came back from St Petersburg 1825 and lived in the south quarter of Turku and worked as Oppipoika/Lärling by Ilveksenparkitsija/Lohgarfvaren Christian Feilcken. Source: Turku Communion book 1812 - 1831 page 688. Tagit nattvarden 1854. Turun Suomalainen Seurakunta kommunionbok page 9. In this statement it is said he came from Finska gardet 2 Apr 1854. He has presumably no children? He died in very poor circumstaces.
118. Karl Mauritz Immanuel Federley. Born on 1 Dec 1810 in Turku/Åbo. Karl Mauritz Immanuel died in Turku/Åbo Slottsfjärden, on 28 Jul 1833; he was 22.
He went to communion together with Arvid Magnus Schybergsson b. 1810 and Anton Wilhelm Grönlund b. 1810. Carl Mauritz Immanuel drowned in the Slottsfjärden in Turku. Source Leena Heikelä.
